§ 4. Non-Exclusive Franchise.

The right to use and occupy the Public Ways of the City shall be nonexclusive and the City reserves the right to use the Public Ways for itself or any other entity that provides service to City; provided, however, that such use shall not unreasonably interfere with Monmouth Power and Light's Electric Facilities or Monmouth Power and Light's rights granted herein.
