(a)

The Independence Cultural Awareness Commission is continued.

(b)

The Commission shall consist of nine members and a nonvoting City Council liaison. Three members may reside outside the city, although priority for appointment of new members shall be given to those qualified applicants living within the city. The membership of the Commission shall be reflective of the ethnic, racial and cultural diversity of the community. Members of the Commission shall be persons who have actively demonstrated an interest in promoting the goals of cultural awareness.
