The city reserves the right to install such meters or other devices as may be necessary
for the detection and prevention of fraud or waste without notice to the customer.
Whenever flat rate service is furnished for a special use and a demonstrated abuse
of such service occurs, the city may, upon written notice to the customer, meter such
service and bill, under an applicable schedule, for water supplied.
