§ 40. Disturbance of Solid Waste in Receptacles Prohibited.

No person shall remove the lid from any solid waste or recycling receptacle and remove, disturb, compact, collect or scatter solid waste placed in such receptacle or deposit solid waste into such receptacle unless the person is authorized to do so by the generator.
